Selam,
I would like to believe that Eritreans who bring computers or any other
research equipment into the country, in line with project objectives and
morality, should aim at leaving behind project equipment in Eritrea to
develop local infrastructure. In fact, this should be a requirement to
approve projects. If indeed the computer and other research equipment is
going to be left behind (to government, etc.), then perhaps one can surmise
lowering the tax or making it tax-free. A mechanism could be developed to
ensure tax-free educational and research material is used for project
work and is left behind; this will enable us to not worry about other
abusive examples elsewhere in Africa and concentrate on how we can promote
education and research within Eritrea.
In case a person has its own computer that he wants to take back with him
to where he came from, then he should declare so and be given the chance
to do so at the end of his stay in Eritrea.
Once we've a locally developed industry (or supplier), then, we might
think of buying computers in Eritrea.
